Results         

         The water stream bent toured the balloon but the balloon did not affect the vegetable oil.

        

   

Conclusion

          The reason that the water was attracted to the balloon and the vegetable oil was not. The balloon was eclectically charged and since water is a polar covalent compound the balloon and the water was eclectically attracted. The oil on the other hand was not attracted because of a lack of any electrical charge.
